There are two reasons for this situation. First, Canadian political parties impose very strong discipline on their officeholders, who, especially if they are members of the party in power, have very little margin for manoeuvre in influencing budgetary choices. Second, the debates surrounding examination of the appropriations often have to do with very technical subjects, which are not very interesting to the public (nor, by extension, to the media). Further, the budget documents submitted to Parliament often lack clarity and transparency. The members therefore hesitate to devote time and resources to activities with so few positive returns.15 To provide parliamentarians with greater latitude in examining the appropriations, many have asked that new parliamentary rules be adopted to reduce the parties’ influence and improve the quality of information contained in the budget documents.16
